Can tilt, wheels hardly on the road (home use). You can use a stroller seat cover, cloth or towel to "revamp", DIY your own seat belt to save cost and make it look nice. If you can sew, just a bit of needlework, all these DIY should cost less then $10.
This is not first come first serve.
The person who best fit will get the buggy. If you're really a special needs family, you'll know it is expensive to own special needs items.
