This is NOT anything to do with road travel. It's a seat that you attach to a dining room chair, so that your baby/toddler can eat at the table with you. (Basically, it converts one of your dining chairs into a high chair.)
It has two levels: you remove the lower part as the child grows, so they don't get too high about the level of the table.
